SUPER-i – Simplifying large-scale social housing renovation across Europe

Renovating Europe’s social housing stock is essential for reducing emissions, improving energy efficiency and tackling energy poverty. However, large-scale renovation projects often face major barriers linked to fragmented supply chains, complex procurement processes, financing difficulties and limited coordination between stakeholders. SUPER-i addresses this challenge by developing integrated digital and organisational solutions that make social housing renovation projects easier to plan, manage and implement.

The project focuses on creating a more coordinated renovation ecosystem where housing providers, construction actors, suppliers and financial stakeholders can collaborate more effectively. By simplifying renovation processes and improving access to practical tools, SUPER-i supports the acceleration of energy-efficient building renovation across Europe’s social housing sector.

What is SUPER-i about?

SUPER-i focuses on improving how social housing renovation projects are organised, coordinated and delivered.

The project develops a one-stop-shop approach that combines digital tools, stakeholder coordination mechanisms and renovation support services within a single integrated platform. This approach is designed to help social housing providers better manage complex renovation activities and overcome operational barriers that often delay or limit large-scale renovation programmes.

A central aspect of SUPER-i is the creation of a digital marketplace and coordination platform that connects different actors involved in renovation projects. These include housing organisations, technology providers, suppliers, contractors, financial institutions and public authorities. By improving coordination across the renovation value chain, the project helps reduce fragmentation and improve project implementation efficiency.

The project also addresses procurement and financing challenges linked to deep renovation projects. Many social housing providers struggle with limited internal resources and complex investment planning requirements. SUPER-i supports these organisations through practical guidance, project development support and tools that simplify decision-making and stakeholder engagement.

Pilot activities validate the project’s approaches within real social housing renovation contexts, helping assess how integrated coordination and digitalisation can improve renovation delivery, energy performance and scalability.

Beyond technical and organisational innovation, SUPER-i contributes to broader discussions around sustainable building renovation, energy transition and social housing modernisation in Europe.

Why SUPER-i matters

Europe’s building sector remains one of the largest sources of energy consumption and greenhouse gas emissions, making renovation a critical part of the clean energy transition. Social housing is particularly important because many buildings require deep renovation while also needing to remain affordable and accessible for residents.
